In 1960 the FBI prioritized the demise of Puerto Rico's independence movement through illegal surveillance, infiltration of educational and social organizations, the takeover of the free press, extradition and excessive (solitary) jail terms without indictments. FBI activities and counter-intelligence operations targeted close to one fourth of the population of Puerto Rico.

Dozens of law suits were filed against the FBI in Puerto Rico.
In 1999, citizens were compensated for having been harassed and blacklisted due to their association with the 'legal' Independence Party
of Puerto Rico.

"Escape to Paradise" is a narrative film short inspired by
one of many incidents involving the FBI and members of
Puerto Rico's independence movement.

In 2003, 'Carpetas’, secret FBI files from the 1930's to the 1990's, were released following the efforts of many of it's citizens, together with the work of Congressman Jose Serrano.

"The U.S. has conducted pervasive and illegal intelligence work
in Puerto Rico for close to a century. Under international law,
colonialism is a crime against humanity. For fighting this crime,
for taking measures that are absolutely and expressly protected
by international law, hundreds of members of the Puerto Rican
independence movement have paid with their lives"
                                            Jan Susler, Chicago attorney
